Dr. Lawrence J. Miller is assistant professor in the School of Public Affairs and Administration at Rutgers University in Newark, New Jersey. Dr. Miller specializes in public budgeting, financial management and education policy. His recent research focuses on the relationship between institutions and performance, where performance includes both fiscal health and the equitable distribution of resources. He has written widely on education finance and equity issues including, journal articles, research reports and policy briefs. His research has appeared in the Public Budgeting and Finance, Educational Policy and Developments in Education Finance.
Dr. Miller earned a PhD in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University with specializations in public budgeting, finance and social policy. His dissertation research examined the relationship between school budgeting policies, including a new approach to resource allocation known as Weighted Student Funding, and resource and achievement gaps between students from high-income and low-income families. In 2009 the American Education Finance Association awarded his dissertation proposal with the New Scholar Award. His dissertation won the 2010 Outstanding Doctoral Dissertation Award from the Maxwell School at Syracuse University.
