While South Carolina's school finance system has many positive attributes, it still suffers from substantial shortcomings that limit the ability of the states educators to use funding in ways that produce the best results for students, and especially for students most in need of academic improvement. This report outlines a set of changes to South Carolina education finance that would make school spending more efficient, more effective, and more equitable.
