Larry Miller

Senior Research Fellow

Larry Miller is a Senior Research Fellow at the Center on Reinventing Public Education (CRPE). He leads CRPE’s school finance initiatives, including projects analyzing the cost of blended learning schools and an initiative to understand how we can finance schools in support of innovation. Dr. Miller has conducted research on weighted student funding in Houston, portfolio management in Newark, New Jersey, and early childhood accountability policies across the U.S., in addition to research on municipal budgeting systems. He has written widely on education finance issues, including journal articles, research reports, and policy briefs. His research has appeared in Public Budgeting and Finance, Municipal Finance Journal, Educational Policy and Developments in Education Finance. Prior to working at CRPE, he was an assistant professor at the School of Public Affairs and Administration at Rutgers University. Larry started his research career at CRPE in 2002, leaving to pursue his PhD in 2005.

Dr. Miller holds a PhD in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University with specializations in public budgeting, finance, and social policy. In 2009 the Association of Education Finance and Policy awarded his dissertation proposal with the New Scholar Award. His dissertation won the 2010 Outstanding Doctoral Dissertation Award from the Maxwell School at Syracuse University. His BS and MBA were earned from the State University of New York at Buffalo, where he was also a scholar athlete on the football team.
