State Guidance on Special Education Amid COVID-19 School Closures

This database presents information on the special education resources and guidelines provided by 50 states and the District of Columbia amid COVID-19-related school closures. To create this database, we visited each state’s department of education website and examined all content that included references to “special education,” “students with disabilities,” or “special needs.” A guide to our methodology and definitions is available in the database.

We indicate whether states advise districts on compliance issues, such as IEP meetings and timelines, offering support to families, providing specific special education curricular resources, and requiring special education to be a component of districts’ remote learning plans.
