Breaking New Ground in Rural Education

In this paper commissioned by the Rural Opportunities Consortium of Idaho (ROCI), Paul Hill explains why rural education should become a priority for federal and state governments and for philanthropies concerned with education. He concludes by outlining the goals of ROCI to identify the specific problems faced by rural schools and how they might be solved.
