A fast-growing number of school districts and charters are working together to resolve challenges and reduce costs. In this piece, Robin Lake explains how states are uniquely positioned to encourage cross-sector collaboration which can advance solutions to turn around low-performing schools and increase charter quality. In particular, Lake finds that state boards of education can leverage local district-charter cooperation opportunities through policymaking, the bully pulpit, and a strengthening of charter authorizing.
