What NAEP Can't Tell Us About Charter School Effectiveness

This article from Education Week argues that claims about the effectiveness of charter schools compared to traditional public schools that are drawn from NAEP data are generally overstated. Though the NAEP dataset is impressively large and an excellent tool for understanding how students are performing over all, because totally different samples of students are drawn each year it is impossible to track student growth over time, making the data a poor tool for comparing student performance in charter schools to that of traditional public schools.
